If a pipe froze in a cold snap, find the main shutoff valve before it thaws and watch the wall and floor around that pipe. If water appears, shut the main off and call a plumber for the pipe. Does the ceiling need to be replaced after water damage?
Usually just the wet section. Drywall that sags, feels soft or crumbles when you press it has to come down, and so does any that stayed wet long enough to grow mold. A small stain on a board that is still firm and reads dry on a moisture meter can sometimes be sealed with a stain-blocking primer and repainted, once the leak above it is fixed. Wet insulation above the ceiling often decides it, because it holds water against the back of the drywall.
